20420_88822694Considering the significant number of catastrophic behavioural activity occurring throughout the world, it is hard to post a blog which does not include some reference to current events. As North Americans, or as some would call us "Westerners", we are quite comfortable in our well protected, financially secure, peaceful, provided for, technically modern society. Nevertheless, we are launched from time to time into a kaleidoscope of memories of pain, suffering, crime, terrorism, and turmoil. This is good! It is unhealthy for us to be apathetic. We need the occasional "total recall" of past and not so distant events that shake our society to remind us that we must contribute. All you need to do is read the newspaper or watch the TV news and you are quickly made aware of the most recent turmoil. The latest shooting spree at a Montreal college, the 5th anniversary of 911, the war in Afghanistan -- where our own Troops are front and center, and the Palestinian / Israeli conflict are some recent examples.

It is no wonder that our front line law enforcement officials, our intelligence community, and the various governmental departments ask for our help. A pattern of increased attrition involving the most senior, experienced and competent personnel has developed among multiple organizations. The Canadian Military is looking to hire thousands of new staff, the Royal Canadian Mounted Police cannot train new Constables quick enough to fill their vacancies, Alberta retail and service industries are scrambling to recover since school is back, and the Energy sector is expanding beyond projected commercial support capacity.



Agencies and organizations are "pulling their hair out" while researching and strategizing  to find innovative solutions to address the performance gap. The first line of defense for organizations feeling the resource squeeze is to turn to technology in an effort to "automate" their deliverables. Technology can offer "straight to the heart" solutions but it is important to be thorough in your exploration. The IT industry is expanding exponentially, and there are a number of self-professed "quick fixes". Be cautious of the "silver bullet" as it is more likely that great effort is required to integrate the correct IT solution into your information / intelligence management panacea. When you are unable to turn to a colleague or internal department to address the assignment or challenge, then it becomes imperative to seek expertise elsewhere. Contracting services external to your organization is becoming less of an option and more of an operational necessity. Government organizations are realizing they must "loosen the reigns" around outsourcing. But where do you look? Knowing who can be trusted with your problem is a sensible concern. There are protocols in place to protect your interests, such as Government Standing Offers, and Supply Arrangements. These are pre-approved lists of companies that can conduct business with the Government. It is not restricted to services but includes the acquisition of products as well. 

Questions you should ask before seeking the services or product from a business:

  • Does this company have a track record in implementing a solution that matches your need?
  • Does this company employ internal resources with an expertise in corporate, governmental, and intelligence obligations and/or challenges?
  • Does this company possess proven experience and an existing client base with the Federal, Provincial or Municipal Government?
  • Does this company hold a pre-approved authorization to conduct business "as and when required" with the Government through protocols such as a Trade Partner Agreement?
  • Does this company screen their own personnel and employ representatives who have security clearances at levels such as Top Secret or higher?
  • Does this company have an industry reputation and a corporate resume that speaks to their commitment to their clients and the extreme level of professional competence?
